OSM cleanup

Preview and soft-quarantine weak OSM-only bootstrap rows. Wikidata-backed objects, relations, boundaries, and objects with non-containment relationships are excluded.

Quarantine sets `known_to` on the object, current geometries, and current relationships. It does not delete rows, so future OSM parsing can rebuild cleaner objects from raw evidence.

Hard Purge Legacy OSM Bootstrap

Removes the quarantined legacy OSM objects plus their synthetic D0 raw records, staged candidates, matches, diffs, decisions, and publish batch. Current Wikidata-backed boundary objects are kept.
